Early in 2024, South Tyneside council published the above document on their web site.
The purpose of this paper is to examine the strategic context and existing evidence base and considers whether exceptional circumstances exist to justify the removal of land from the Green Belt.
In the conclusion (chapter 10) it clearly states:
The only alternative is to consider the release of Green Belt land with development potential.

In June 2022 South Tyneside Council published the following documents:
Stage 1 Green Belt Review Exceptional Circumstances_2022. The purpose of this report is to examine the strategic context and existing evidence base insofar as it relates to the possible need to release land from the Green Belt and provide an assessment as to whether the Council considers that exceptional circumstances exist to justify the removal of land from the currently defined Green.
Stage 2 Green Belt Review Site Assessments: This report seeks to review South Tyneside’s existing Green Belt to inform the draft Local Plan.
Stage 3 Green Belt Review: The Site Specific Exceptional Circumstances Report details how the Council have assessed and justified making detailed boundary amendments to the Green Belt for the Plan based upon the detailed exceptional circumstances that exist for those individual boundaries.
